I am doing a study on human personality development and require 300 people to fill out my surveys. I am not sure how I can reach people on the web and let them know about this, and that the results I supply them with may provide insights into their character. Thanks!

You have to make sure that they all are approached in the same way to maintain validity in your study. When I did a study using the internet I contacted groups likely to participate via web forums. I would look for self help forums, maybe ivillage.com would have some participants for you.
