Does anyone know of a good way to create a survey on a website with pre selectable answers, that can have it's results exported to Microsoft Excel?

Depends on where and in what format the survey answers are kept. Excel can import a variety of formats including simple delimited fields or XML. In fact, the easiest way to export to excel is just serialize your data into XML, write the XML file to a file and just give it the .xls extension instead of .xml.
If you data in kept in a DB, most DBMS clients allow you to export the data to a local file and specify various formats when doing so.
A lot depends on how the data is structured when you capture it.
